Like in business You do it usually freely, and with taxes it´s rather forced, because not all people would agree on the same amount of security, or roads from A to B.
The ones who are "stealing" money are those who have lots of it - which is not hard to do at a certain point, when A) the economy works that way that You profit off it, and B) the taxes too.
The actual only job (besides dealing with other nations) of a government is the fair distribution of it, via the regulations and projects they fund. But usually the people in a government have a different understanding what "fair" means - compared to the majority of people. This is the culprit.
