If Trump pardoned Mangione, and went after the Healthcare industry... that'd be a really good way to get the riled up anti-healthcare mob to stand behind him.

I'm just saying, it would be out of pocket, but the results would benefit his appeal.

If he demonizes an industry and people rally behind him, that gives a good enough distraction and reasoning to make further "breaking" changes.

He's facing charges by the State of New York. He has no jurisdiction to pardon state charges.
