Why do large projects still take long to construct despite having the technology to expedite it?
Most houses or high rises still take months or years to to construct, however if you want a new apartment block (20 storeys) to be built within a single week: 7 day period (that is the only timeframe you've given) would that even be possible? Even if it was, you may sacrifice structural integrity (as in how long can the structure last so it doesn't collapse), the hurdles will be getting all the resources or materials needed way before construction can even commence.

Weather can be a factor as to why construction times can be delayed, you can't build anything during the rain since the surfaces aren't safe enough to walk on (even if you have rubber boots), as there's even a threshold of never working beyond 35-40C (95-100F) as that is too hot. Building something has multiple in-between steps or prequisites that add to the challenge on being able to finish construction on a "fast-pace" alongside adherence to building codes or legislation.

i think your thread title is being the answer. the technology expedites it, but it does not make it instant. it makes the process faster, but still not so fast that it is done in hours or days.
There are things taking place behind the scenes that may be slowing it down. Often it's a problem with financing, city authorizations, or simply priorities. Also, an apartment building is making money from all the rent. There may be more financial pressure to get it done quickly.
Maybe Chinese peoples could make it faster or something, they build ♥♥♥♥ fast even if it's high quality.

Many Chinese buildings are crumbling due to poor quality materials and poor building techniques, it's a major problem.

Well that would explain the speed.
oh, well, each time you integrate two things it creates another job as complex as each of the things you are integrating. integrating bigger things or doing smaller or bigger chunks don't affect this.

there are a few shortcuts and layering techniques you can do to limit the amount of integration work you do, but integration is still 1/3rd of any given project's labor and time costs.

china does not care for the betterment of its citizens, only control of them. they will enjoy their crumbling buildings, or they will be put to the work camps.

I thought the issue was one developer with poor oversight who intentionally and knowingly built all these sub-par buildings to make a quick buck.
It's not just the weather. You'd need an experienced crew that knows the pre-existing blueprints perfectly well, and their role and timing in manifesting it.

If one guy were to call in sick, ya' done for.
