There is no cloaking technology. This is purely fictional and there is not even a prototype or anything like it.
If you refer to stealth fighters they are not invisible or cloaked. You can just not see them on radar screen but they are fully visible.
So you question is like when do we can grow wings and fly with them.
What has this to do with cloaking?
