In the United States the Board on Geographic Names (BGN), established in 1890, is responsible by law for all geographical names except those applying to offices or establishments of Federal agencies. Practically, however, the Board decides primarily on the names of natural features of the land, unincorporated localities, and populated places in the United States, its territories and outlying areas. The primary reference for official geographical names is the Geographic Names Information System (GNIS): all names included in GNIS, have equal official status. Names can be used on Federal maps, charts and other publications only if they are included in GNIS, otherwise they would have to be submitted to the BGN for approval. As exception, names established by Act of Congress or Executive order are official by law and do not need the approval of the BGN. (Orth & Payne 1997: 5-6, 10.)

I'm not sure what rights New Mexico has regarding the matter though. They might make a 10th amendment resolution, and from there we argue about whether federal authority to establish the post office or regulate interstate commerce gives the U.S.A. naming latitude.

New America would be an incredibly daft name considering that it's in what would thence forth be referred to as Old America. and then what do we do with New York? I'd rather he didn't in any case. I suppose it's no less sensible than New Mexico though, considering the state was formed out of former Mexican territory in the first place.

It'd also likely waste an awful lot of stationary prelabled new mexico.

New Washington might be a better name, and yes, I know New Washington is the name of some cities already, but New York New York sets precedent for states and cities sharing names if he really doesn't like seeing the word Mexico on U.S. maps.

Or maybe New Franklin has a better ring to it. Not that there's an old place named Franklin to my knowledge

Or hey, he could name it New Gaza, grant all of the Palestinians citizenship and ship 'em off there if he's really serious about evacuating them to experience peace for a change...

Although the U.S.A. operates on a system of dual sovereignty, that depends on what federal law says, and if federal law or state law reigns supreme on the matter.

Trump would likely argue that the federal government has the authority to rename states for the purposes of the post office, or for the purposes of regulating commerce between the states or maybe argue that naming authority comes from the power to establish states with Article Ⅳ Section 3 powers.

If there is any constitutionally valid argument for the federal government to have naming jurisdiction over a state, then the supremacy clause kicks in and there isn't a thing New Mexico can do to stop it. If not the 10th amendment kicks in and New Mexico can choose to remain New Mexico or even change its name to Donsucksland if it likes.
