I´m unsure if every harassment is "perverted". Probably not, but it´s inappropriate.

Depends on the definition. But i guess people don´t file these cases because they think it´s perverted, but mostly because they´re either annoyed by it or think it shouldn´t be like it. Of course if some cases are about rape, that´s another thing as when saying something sexual towards someone, which could nonetheless be sexual harassment. But i don´t know if that statistic makes a difference there and how it works in the U.S. of A. - as things which are normal here are somehow discussed there in a way i can´t comprehend, which is also about nudity, certain words, anything sexual.
Here people either don´t talk about it, or they exchange stories at work. There it´s dramatic discussions which seem to be about life and death, for basic human behavior and appearance. Seems to me that because it´s more censored, people are more interested in it and see danger and abuse everywhere - which also means that perfectly normal things could be seen as perverted. Or a bunch of books get forbidden in schools, or certain topics, or... Which is perverted if one calls itself land of the free, but restricts more than most others in that regard, but not violence.
Females who exhibit this behavior do exist but are nowhere near the norm.
