its a really good game!!!
For you.
have you played it?
I have. It was pretty bad.
As I can see from checking, both Steam and this Simpsons game was founded around the same time. And most gaming companies probably thought that Steam was going to be a crash and burn service after it's release. You can still buy it on disk.

why is it so expensive lol 49$?
Do the publishers have a say in a game being added to steam? Because I;m fairly sure that Sierra Entertainment (Publishers of simpsons hit and run) are defunct.
I think so. Like say I developed a game for the Xbox, and enough fans wanted it, I guess I'd chat to Steam support or whoever and try and get it ported and useable on Steam.
As said by someone earlier though, they probably no longer even have the rights for The Simpsons, so that'd be a major hurdle.
I take back what I say about Sierra though, Just had a look and despite being defunct for years they now seem to be brought back.
