Why make it a PS4 exclusive? I can think of a few reasons.
-Boost in PS4 sales. It would be even better for PS4 sales if it comes out in November/December as a holiday title and sales would be boosted even more if it had a PS4 bundle.
-It's easy to develope for one console than it is for 3.
-The game might have features that need the Dualshock 4.
If you want the games so bad then buy a PS4. There are plenty of other exclusives to play (Bloodborne, Until Dawn, Ratchet and Clank, Uncharted 4, InFamous Second Son) so you wont be spending $400+ for a single game.
And maybe the best reason of all for it being a PS4 exclusive:
