No, I think actually they will try to push their luck and make them for Windows 9 only even though there is no technical reason for that.
What i think will happen is make halo 3 and 4 for windows 8 only to push windows 8 sales as from the commntst i saw on youtube since the update yesterday people are saying that it finaly became usable on desktops and when in one or 2 years release windows 9 then they will make a pc version of Halo 5 as a windows 9 only title. That what going to happen. you will see.
But there's something that's probably the reason why it won't be here: Multiplayer.
If you all can recall, the Multiplayer was Reach's, just with different maps. Might as well just give us Reach minus the campaign.
Otherwise, they will give us a stripped-down version just like Spartan Assault, which has no Coop. And in Anniversary, we'll have no Multiplayer, just Coop. Though it will be enough for us. Why? All hail the Halo PC modders! That's considering the game will have full modding support, just like the previous Halos on PC (Not 2).
It will be foolish not to support mods, I mean, look at how many people are still playing old games because of mods, it means profit. Just like how people are buying Arma 2 just to play DayZ.
workshop would be a very cool idea, especially with forge, makes it easy to find and get custom maps
first, while i don't understand it wholly, i much prefer a movie version than a pc game.
second, while i am not a fan of halo pc games, may the 'remake' jumpstart the movie.
