Here's a little thing though. if it clearly states in that site that it's a scam and to use it at your own risk. Steam then is not allowed to take it down, even if it's linked as a third party to Steam.

But people never read fine print and terms of service.

Steam is allowed to take it down, they tried to take down OPSkins but valve found out what they where doing was legit, so they cancelled the take down.
