No. Awards are meant to be given to users who add positive contributions to the Steam community.

Except for the jester which has become the de-facto "I disagree with you" award.

No. You giving them a poop does not mean you get the points. You still have to spend points. But it hurts the recipient. But of course this will never happen. Maybe on a forum where the only use for the points is to display your plus/minus points score. Some people would try to be the one with the most negative point score.
