What do you mean? The game isn't on Steam.

If you pre-order the game, you get the game on the day it comes out simple as that. You only get your money back if you cancel your pre-order.

When the game was first announced it was on steam for pre-orders. But Ubisoft pulled a metro exodus and now it will only be on epic games store.

It was never on Steam to begin with for Far Cry 6, you can only pre order it on Epic, and Uplay. For hard copy you order, or key online you order from site, they're only for Uplay, you get them when comes out. The only game Ubisoft pulled from Steam was Anno 1800 agasint the game dev will as they have no say as long they're under Ubisoft contract, Far Cry is all Ubisoft IP, so they make the call on that.
