It is located in C:\Windows\System32
So if you can still access the task manager, right-click each and find file location. Make sure one isn't from another location, just faking being a valid Windows file to hide.
If it's fine (probably not the virus), then understand you normally get one instant of that file per Windows User Account accessing the PC. Do you have multiple users? Or is someone remote accessing your PC?
Reboot the PC into SafeMode. This will help prevent the virus from blocking/disabling you.
Run a full virus scan and/or rootkit scan using your MalwareBytes or similar, such as Spybot.
Check under your Control Panel > User Accounts, and ensure there's no dummy accounts created for a backdoor into your admin.
Check under your Control Panel > RemoteApp and Desktop Connections, and ensure there's no direct connections.
Reboot back to normal and recheck.
