Is it possible to uninstall then reinstall chrome without losing saved usernames and passwords?
My google chrome will not open and so I've gone through multiple attempts at fixing the issue but with no success. I just need to be able to keep the saved usernames and passwords. Or can I at least find in the files my saved usernames or something since that is all I need as I have no issue with remembering my passwords.

That depends entirely on whether or not you synced with a google account. If you have, any chrome you use that you log into will have all your login credentials and bookmarks.
yes, uninstall but leave settings and such.

but to be sure, export your settings and import it after you reinstalled a new version.

well that is the problem with a new chrome, I can't remember the email I used since I've used it for so long without logging into it :(
