Maybe they could create a second eye and the storm will tear itself apart. Or alternatively they could just steer the storms away from the mainland and send them out to sea.
We can't ban hurricanes outright though, or else the climate will rebel, so we should just make it very difficult and expensive to get a hurricane lisence.
Alright, I'll let you be the commander on the front lines with all those desk fans while I evacuate. Make sure you dress up for the occasion.

There's a reason hurricanes and typhoons cause so much damage.
The only way to dissipate a hurricane is to take energy OUT of the system, not put more energy into it.
