I will give you an answer, OP.

Anime is animation/cartoons from Japan. There are also shows that take inspiration from anime like “Avatar the Last Airbender” or “The Boondocks” but they are still considered American Cartoons by definition.

Same goes with video games. Genshin Impact is an “anime style” video game despite the game being Chinese. Anything with anime style art that isn’t from Japan I call “Anime Inspired”, but that’s my head canon.
