Oblivion is much better than anything Bethesda made since then. It was the last time their worlds had depth to it.
Blizzard got bought out by Activision and the dev team got replaced by hardcore EverQuest raiders
Oblivions setting is how it is because it's in Cyrodil, which is a more diverse mix of all the races on Tamriel. Morrowind is mainly dominated by the Dunmer.
Skyrim is an extremely generic game they took everything interesting about the nords previously and just replaced it all with viking tropes.

What you said about Skyrim can really be applied to Oblivion too. Cyrodiil is nothing like how it was previously described in the lore (which prior to Oblivion releasing, it was described as being a dense jungle), and many of the interesting aspects of Cyrodiilic/Imperial culture that exist in-lore were completely absent or retconned in Oblivion. The Nibenese and Colovians were supposed to be two very distinct subcultures of the Imperials and that wasn't really represented at all in Oblivion.
Also, Cyrodiil is the home of the worship of the 9 divines and it barely touches upon the lore of the 9 divines (even the Knights of the Nine only gave us a little bit extra lore) or on Tiber Septim. There's also the Ayleids who really only exist as set dressing for boring dungeons. Compare that to the Dwarves in Morrowind who get a ton of lore in that game, they aren't just a dungeon theme.
