in u.k we can only have 250 - watts bike that can do 15.5 M.P.H and most be pedal Assist you can have a throttle on e-bike but! can only do 4 M/P.H this is call boost for fake off from stand still

the points giving out in u.k. is for e-bikes over 15.5 mph as its classed as a moped you can ride a 15.5 m.p.h. e bike at 250 watts with out a license but most be over 14 years old

It's more complicated than this, but basically, because of how Ye Olde Law works e-bikes are counted as motorcycles and therefore need a motorcycle equivalent license to ride (and plates). Pedal-assist e-bikes are only written in as an exception under certain wattages and etc.

if you want to get around the law though you can always be disabled and gamble on registering something stupid as a personal mobility vehicle. i know my mobility would be vastly improved if i had an otherwise hilariously illegal 70mph e-bike

When I lived in Pennsylvania, they required a license plate for bicycles and they have to be registered. It's just as Reagan said "If it Moves, Tax it. If it Keeps Moving, Regulate it. And if it Stops Moving, Subsidize it."
