"Ark:Survival Evolved" if you play on a private server and adjust practically all of the server variables so you can make the gameplay... at least "a game."

"Conan:Exiles" reportedly has good multiplayer base-building.

"Seven Days to Die" is another, but it's also very focused on "survival base building" in order for the players to survive regular zombie horde attacks of increasing strength. (Haven't played, just watched quite a bit of it being streamed.)

"Minecraft" 'cause... It's Minecraft?

"Terraria" if you don't mind it's platformish presentation.

Sons of the Forest
I'm not typically a fan of base-building games, but I have enjoyed building bases in Sons of the Forest. It's probably not the best option in terms of customization and decorating, but folks have done some really cool stuff in it.

Conan: Exiles
Again, base-builders aren't my usual cup of tea, but I did enjoy building bases in Conan: Exiles and felt there were (to an extent) more options for customization in this than SotF.

Ark:survival evolved, but know that you'll need to use the console sometimes and you need regular save game backups cuz saves can corrupt.

If you want a years long experience play at default single player setting lol. Thats what I play it on and after like 3 years I still ain't finished a playthrough of each map in a single solo playthrough.

But most people up rates. And use cheaty mods to make the game easier and faster like awesome spyglass and structures+

all excellent games, i second these, and they dont require a supercomputer to run, you can nerf the graphics down pretty hard on all of these, and get them to run on a smartfridge. should be fine.

Ark has lots of mods too, to change the game up. That I wanna try one day. Like The Hunted, that makes dino have nests and you have to steal eggs to get tames. No more knockout tames.

The hard part of ark, is deciding which ark to play

The Island takes FOREVER and high level dinos hate spawning on that map

Heavily modded Fallout 4.

And of course.

The modern beta branch of this one.
More building than survival at this point.

V Rising isn't bad. You play as a vampire that awakes from a long slumber. The land you once ruled has been retaken by mostly humans. So you level up by crafting better gear. There's a series of bosses that dot that map and sometimes roam the map, sometimes bosses who are hostile with each other while roaming will fight, which can really help out an opportunistic player.

As a vampire you'll build a castle or several. You can do this with friends or duke it out with them in PvP.
