i heard of an author who worked night shift at a hotel reception early in his career (before he really had one), and when there was nothing to do he would work on his books.
i did something similar once in a temp thing, difference being what of my own volition greatly improved my skills in certain areas (practice, if you will), but the end product of what i did also benefited the workplace in question, so a win-win in that case.
i care not going into detail. lets just say there are many things that you can do, regardless of context, rather than figuratively twiddling your thumbs.
so in any case, imo there is always stuff to do, personal or otherwise, so using the time meaningfully is no issue.
Well, you can still do something else, but it's not a job for me.

As long as browsing the phone does not affect your duties or place you under danger - i.e. distraction around machinery - then it should be ok to surf the phone in moderation.
