It means what used to cost 5 dollars are now costing 4 dollars between 11 am and 2pm weekdays on special meal offers .

The rubbing of the hands and smiles make me never want to eat from Little Ceasars.

Someone actually got paid to create this commercial.

And, they got paid to create it even though it's not a commercial for hand-lotion. Maybe they mixed up the scripts? Maybe the director in the studio next door is wondering how in the heck he's going to make a commercial about "Lunch Special Hand-Lotion?"
