The difference is only:
With a test You exclude the people who would get manipulated by certain intelligent people. And without the test You would have the intelligent people manipulate the people. Only the amount of voters shrinks with a test.

Math is deterministic, thus a solid understanding of it means you can predict outcomes. And this is applicable IRL in fields such as economics. I'd rather have voters who understand cause & effect, than those who are shortsighted and vote for things they like without thinking about the potential side-effects. Especially if those side-effects are delayed beyond their attention span. (Occurs beyond the span of a single election cycle)

If a power doesn't exist, it's not ♥♥♥♥♥♥♥ there. None of this crap about how the Constitution is a "living document" that can be amended through judicial process. It's amended through Amendment process. The Supreme Court does not, and never has, had any business adjudicating state matters. It's that simple. Just throw it back to the states.
From there, everyone can see what works and what doesn't, and we don't have to go through this whole unpleasant rigamaroo about national laws that have no business being there in the first place. I don't care if the ♥♥♥♥♥♥♥ Communists assault it, they're gonna need a lot more time, and a lot more effort, and a lot more chances to prove how much they suck, before they ever get past the statement of intent.
That's plenty of time for everyone else to actually be productive members of the human species and live decent lives. Leftism will evolve, naturally, it can't be stopped, but it can be slowed down enough to render its tactics irrelevant. The greatest superpower in the world, by orders of magnitude, is such because it hasn't fallen yet.
Also if someone fails the test, they would need to revoke citizenship - which means they can´t have a work, and would need to ask or permission, which is then only allowed temporary for like one or two years, so the people can´t plan anything, as it isn´t sure if it gets renewed next time, while the whole process of getting the permission might take a few months. And when they don´t have work - they can´t get welfare, as they´re no citizens, so they only get emergency help and live in some container with 20 other people.
