Report a translation problem
Those stores are private property. As such, (in the case of commercial properties) once an individual is informed they are no longer welcome at a location(s), if said individual returns to the property(s) they are, in fact, committing the crime of trespassing. An individual has no legal right to access another's private property (unless that right has been conferred by contract).
Or to report crimes (such as trespassing).

Sorry but this whole thing sounds like "stupid people did stupid thing(s)" and " Omg I can't believe they had to suffer [the predictable] consequences for their actions". Especially as you've indicated that they've done this multiple times at multiple locations.
(Most) Businesses aren't there for your personal amusement. Don't expect that they'll welcome you back to their store(s) when you purposely and repeatedly waste their time. Neither employees nor businesses tend to be all that fond of that.
So, you don't see a problem with someone committing fraud or larceny or otherwise attempting to misrepresent their returned product for personal gain?
It'll be nice when someone does that to you, right? Fun prank...
And, yes, it's private property and they can refuse entry if they wish and do not have to serve anyone.
