even on amazon, if your payment doesn't go through, for whatever reason, you get nothing shipped until the money gets transferred.
check with your bank and ask them what's the issue for the pending payment.

Report them to your credit-card/bank and demand a refund from your card/bank for any and all money this service bilked from you. The more victims that do that, the faster transaction processors and advertising hosts will be motivated to refuse them.
Though, these sorts of companies, if it's a true scam, disappear and rebrand themselves often in order to keep scamming.
