That sort of thing has been around for quite awhile.
But, I wouldn't be surprised if they were going to do it... for the right price, of course.
It would likely just be an instanced area. Whoever buys/founds it will either click on an existing door/portal or place a node that may not even appear in the larger world unless one has an invite/permission.
SWG did allow for the construction of structures by players that would appear in the game-world and that was darn cool. The first I can remember were automated mining/processing facilities owned by individual players that were focusing on crafting/resource gathering.
SWG had an amazing, beautiful, wonderful, hecking awesome crafting system where skilled crafters could actually produce quality items few could match. And, if they knew where/how to gain special materials, they could really ramp up the desirability of their crafted goods. /sigh Long ago, in a galaxy far away... :(
How is it a scam though? They have shown what they will implement at every CitizenCon.
I also heard SOE just didn't fight the case, because SWG was harming the profits of their other MMOs.
I don't get why people call Star Citizen vaporware.
Because they will never release it out of Beta and everything in beta is subject to change. This means everything brought from their store is not a final or finished product and can change by release. When all the accounts are wiped on launch, everyone will lose all their beta toys they spent so much on and have to go out and buy the finished items from the store once more.
Imagine the backlash behind that, the largely negative media reporting as well. There wouldn't be a place safe enough on earth for the creator of this piece of money making genius to hide when all the customers realise they been had thinking their beta product will go into release and they can use it again.
Because it will never be released in a final state, it will always remain in beta and consequently everything being subject to change when ever the developers wish it and the customers won't have a choice but to accept it. It can also be called development hell because there is no set release date and despite the direction the developers take to build more content on a beta product, it will forever remain in limbo until the developers announce its closure or its release.
