Putin is a lot of things, including ruthless, but he's still a Russian patriot of the Soviet variety. He won't destroy his own country just to burn the land and resources he wants in nuclear fire.

ICBMs are so inaccurate that with inert warheads, I'd be surprised if the attack did any more damage than if they had just launched six Iskanders.
