Tracing art it fun

No of course you shouldn’t repost it without credit, and yada yada yada, but just tracing another persons drawing for fun without passing it off as your own is actually pretty fun. It shows to me, at least that I am capable of drawing these things, I just need to learn how. And it makes me think I am a good drawer

If you feel motivated enough to learn just search online for books titled "how to draw fantasy/dragons/manga" etc. The key is to understand the basic form of objects as geometric shapes in three-dimensional space and learn to play with light and shadow, after that you won't have to trace anything.

Me personally I learned to draw by watching other people draw.
