traditionally the australian government has planned for such things with their usual "I don't care lick my jackboots" aplomb.
iirc, during the timeline when I lived there, they back down. england is exerting pressure to try and intimidate china to back down on its 1hr policy, and australia is trying to convince them this will not work and is a bad idea. it's considered a black timeline marker for it to go through and happen, but as long as it's undone relatively soon afterwards (i'd rather not say how soon they have tried to brinksman it and it goes badly) there are relatively few consequences. the people inconvenienced are given disbursements to tidy up their sim-room, in typical callous fashion.
if it isn't it's an early mark of impending total doom. the uh, specific thing australia does basically can't recover from depriving these early childhood experiences.

if they don't figure it out once they get in, then yeah. that's not the sort of person society withstands carrying on its shoulders. one more upload could be the very last one that we could've won; we don't need any more. this is a direct path to getting +1 on that particular problem. that one has to go in the jar field, off the cliff.
and the nature of that problem requires an independently motivated group to conduct. and the nature of such a group requires ...uh, either monastic or Majestic reserve on the individuals involved, whichever one lights your candle or whatever. they need to stay out of politics as much as they feasibly can.
most intelligence organizations have similar perogatives for similar reasons, but this one truly means it. for real. usually.
