Yes. You can get CD keys from 3rd party sites but make sure to ask if it is region free. Or get someone to gift it to you. Only US, Canada and western europe steam games are region free if I am not wrong.

I wish they made a "Total War: Horde" where it takes place in 1200ish where you can expand all the way from Japan to England, as far north as Russia and as far south in Indonesia.
