What does zoom sensitivity mean?

In which context? In a shooter possibly how far the scope zooms when you move your mouse wheel? I.e 1 step on your mouse wheel can mean a little bit of zoom or a lot depending on what setting you have it on.

It refers to the amount of input to the mouse wheel in relationship to how far you zoom in (i.e. a camera, or a sniper scope). For example, if you have the mouse zoom set very high, a very small rotation of the wheel may result in a zoom from say 5x to 12x. If it’s set low, that same rotation may only go from 5x to 6x.

I agree, it can be either #2 or #3 depending on the context. If #3, it will be measured in DPI.
