Can I create Visual Novel through Java?
Using Graphical User Interface (GUI)?

You could create a visual novel in virtually any programming language, if you are familiar with it. You may want to use an existing solution however.

We have a project in our school, make any system. So I choose Visual Novel. Can I create it in GUI? I have basics knowledge in Java.
Visual novels are not overly complex, as programming goes. Particularly linear visual novels. Java is more than capable of creating those types of programs. I do not believe you will be able to completely create a visual novel using a GUI environment, you will need to write code as well.

So I need to add functionality in my GUI to work it?
You can create the basic window layout with a GUI, though you could also code it by hand. Beyond that, the actual changing of dialogue and images, will need to be coded.
