mk17s are still in arms rooms but nobody likes them for the reciprocating charging handle likes to catch on thumbs and cover, and there's no reason for a 556 scar when the m4 is in service
I could have swore they Did use the SCAR, at least some years ago
Edit: The SCAR is still in use by Special Forces units in 20+ countries
416 meanwhile looks compatiable with all STANAG mags and extant NATO equipment, without any parts kits. Different role though, based on the minimalist frame and choice of caliber.
im guessing production is also a factor, seeing as 416 uses a prolific pattern rather than a strictly proprietary one.
the HK416 is using a short stroke system, as is the SCAR, so there is no real difference in usage scenarios as far as the action goes.
so while it is hard to account for various lobbying factors and such, in the end it can come down to a proverbial coin toss what gets picked up
but that is all my speculations, so take it as you will.

USA Army reached the conclusion that for a mid range rifle the barrel has to be bet. 18-20in..
They settled on 18.5in. on the (AR) M-16A2, that lasted from Vietnam to about 2012.
M4-A2 is a Downgrade from every aspect, I wouldn't try to hit 300m targets with it, stick with 200m.
