Steam has no obligation to do parenting for others. A responsible parent will FILTER OUT the adult content with the tools provided.
That's utter hogwash. ANY game which is labeled as Adult Only will never get past the filter. Unless you consider an exposed midriff and thighs as "pornography". Or count kissing as indecent PDA.

There are multiple levels to the filter, you most likely disabled the wrong one. The only thing you should have disabled is "Adult Only Sexual Content" and "Frequent Nudity or Sexual Content".
You want Steam to show you "Some Nudity or Sexual Content" (meaning the checkboxes are ticked) and in fact Skyrim and Cyberpunk 2077 are both given as example products that fall under this tag.
It's like you know what you're doing, did it anyways, and is upset that you did it.
