You can try compatibility mode. Then there might be some mods that do this.

A good option is probably to find some emulator that takes this into account.
For Nivada you can go to the Nivada control panel, manage 3d settings and set maximum fps for the game.
activate your driver control panel. begin injecting setting.

buffering and v-sync should be on.

that should do it for a basic fps kill. these are all settings that depend on generating extra frames, either for comparison or for buffering or for undisplayed frames used as computational flag states. so using or increasing them immediately tanks your FPS with redundant and often unnecessary calls the industry as a whole has decided are mandatory. in order to drive hardware sales.

There are some companion apps that can reduce CPU cycles and you can look into them. But, that's just a general sort of thing and might not work for all older games.

A lot of older games are also tied to monitor refresh rates to time their frames, so try setting your monitor/system to 60hz (older standard) or locking sync to that.

Targeting the specific game and looking for fixes from fan/game sites is always the best, first, choice.

Some games really do need custom settings and/or tricky .dll files that "fool" things in order to correct the display/calc rate. You'd have to look around based on that specific game.

One of the most-prized internet troves, often holding the key to useful tech settings for many games: https://gamefaqs.gamespot.com/ (Not quite the same in terms of quality that it used to be, but can still be helpful.)

Look for fan-sites that focus on that game. For many old, great, games there are fan communities out there.

Reddit subreddits are a good source, as well.
