Updating Libre Office requires that I shut down the Steam Web Client or trigger a reboot. Whats 'really' going on here?
Does Libre Office depend on steam? What nonsense is this?

Sounds like it could want to use the same ports protocol or something. Hardware software dudes will know if ya ask over there
Sometimes a steam web helper hangs, maybe it was linked.
Many programs require you to close all applications during installation. This is nothing new, it is a common occurrence.
After the last time my free word processor failed to update properly, corrupted my short novel, and made the text of downloaded documents from the Internet all gibberish, I no longer use opensource programs.

I would rather bite the bullet and get Microsoft 365, or use rich text format.

you are wrong
you just need to periodically create copies of your files
for some documents or files copy once a month
for others copy daily
----
this is a common practice for any office applications
It's usually because the program is using some shared library or codecs, and the program being updated needs to access them.

Was this before or after the dog ate your homework?
Probably because of a shared library, I had it happen with Firefox, ignored the message and nothing bad happened.

I did. The fact that it fouled up at all was enough to severely knock my confidence in it, and spellchecker also refused to work after updates.

LibreOffice_24.2.5_Win_x86-64.msi running it to upgrade the installation I already had to this new version.
The dialog box was caused by the installer but its a small window from Windows itself listing all the programs that have to be terminated with a radio button at the bottom to terminate them immediately or ask about rebooting once the install finishes. Only one item on the list "Steam Web Client".
I can't imagine that Valve or Libre is doing something shady behind the scenes but there's no direct connection that I can think of where this would have been necessary.

My best guess is that it has to do with network, nothing with the software itself. Most likely wanted for Steam to stop, best guess is security reasons.

LibreOffice is open source. That said, if one of the files the .msi is patching is found by Windows Installer to be in use and it can identify the process that has the file open, it will offer to let you close the program or programs that are locking the files. If you decline then the installation will fail to write one or more files and a restart will be queued to write those files.

In my own project I have in its installer a command to install the latest Visual C++ Redistributable. The installer will check the return value from the command and if a reboot is requested then at the end of the installer it will prompt to reboot. Same if NSIS encounters locked files.

open office is open source, but apache bought it and controls the codebase. I guess open source doesn't mean anything huh?

Ever heard of license's? GNU GPL? I'm pretty sure that we're talking about licenses.
