My guess is the U.S.A.

Cause: Overeating of junk food.

Making it so that even the men have big breasts really helps to bring up the per-capita breast size average. :-P

Not discussed is whether the nations with the smallest average breast size also have the most children living there, per capita. They don't typically have boobage, which would drive down the average size.

A related aside: the average height for people in the U.S. has been shrinking. Experts -- what would we do without them? -- have suggested literally everything as a reason except the actual reason: climate change, microplastics, chemicals in the food or air.

The real reason? The same reason Modelo has surpassed Budweiser in sales. A massive influx of immigrants who are shorter on average, and who drink Modelo and not Budweiser.

Sometimes the answer to changes is a bit more simply explained than the experts are willing to admit. More children in a nation -- smaller average breast size. But the experts are too smart to consider simple explanations.
