Imagine having a thing that repeatedly targets the most physically healthy males of a given generation and then mass murders them (war).

Imagine having a thing that repeatedly targets the most aggressive and "hard" males and then puts them in prison and executes them (law enforcement).

The way society has been set up is inherently dysgenic and "hardness" in males is actively and harshly selected against. Humanity is going to only continually become meeker, weaker and less dynamic as a result.

It has nothing to do with culture. It's a simple matter of selection.
