Ummm what do you call good? For that price range, you don't get something good. Decent, maybe, depending on your standards.

Speakers last a long time, you might want to think about investing a bit more. I think nice sound is pretty important. My PC sound is a hi-fi set with large speakers standing on the ground.

Plus there are going to be all kinds of hidden factors such as the room, furniture...
In that price range you are not going to get great sounding speakers. They are going to sound a bit tinny.

My wife got these for her pc for when she plays games. They sound good for small desktop speakers. I use a 2000 watt stereo for my games.

If you really want good speakers for $25-40 I would strongly recommend looking for old used speakers.
In the 80s-90s there was somewhat of an audiophile Renaissance where a ton of companies got in the game and made speakers that now nobody wants. Lots of great (big) speakers from that era. The era kind of carried over to the early 2000s as well.

You won't get any good NEW speakers at that price point. But regardless of if you get great or garbage-tier speakers eventually you'll get used to them.

Yup. Even second hand just the amp is going to cost you at least around $30 or something.

The big 80s/90s ones probably
Although receivers were a dime-a-dozen too so he could probably get one for cheap or free.

BUT in the early 2000s there were some great computer speakers to be had. I had these ones from this brand "Nicole" for the longest time and they both had 4" subwoofers and were actually pretty dang robust. No reciever or amp needed, either.

Oh ok i remember them. Even back then i had the whole stereo tape deck record player 5 disc cd player and had the aux as my pc sound. It wasn't none of that Peak Power crap either. Edit: Confused RMS with peak power.

I'd go to a thrift store and see if I could pick up some box speakers.

Don't have first hand experience with these systems but at that price range I'd consider I'd probably get the Creative Pebble Plus 2.1 system[www.amazon.com]. Their design kind of remind me of those Harmon Kardon Sound Orbs that came with the Macintosh G4 Cube, and they come with a subwoofer to fill out the low end.

If $3 extra won't break the bank these Electrohome Huntlly speakers[www.amazon.com] look pretty good too mostly based on the size of the drivers relative to other options you might get at the $25-40 price range.

But really, you should check out a thrift store, see if you can get any good bookshelf speakers for cheap and pair them up with a mini-amp such as this[www.amazon.com]. (Not necessarily that one in particular though.)

It's not going to be choppy. At low volume anything sounds decent enough. At higher volume you will notice the difference, bad speakers will start to distort, you don't get real bass or nice treble which doesn't sound squeaky. But choppy? No, that does not depend on your speakers but on your PC.
