Can't get high in a shelter. It's pretty much the same all around the world, many people would rather live in the streets and have their fix than have a place to stay without drugs/booze. It's also worth noting that in many cases people became homeless due to drug addiction, so maybe it would be better to attack the root of the issue.

I live near two major boulevards here in Ottawa and on Montreal boulevard there are two small plaza's with about 20 stores in one and the other across from it 10 stores, a beer store a swiss chalet, a shopper drug mart a dental care place, a domino's pizza a pet valu store, a dollar store a independent grocery and across the street a farm boy produce grocery store, a tattoo shop a credit card finance lawn company a burger place and back across from it McDonalds and a gas station bar, the homeless panhandle at both plaza's near the entrance and or dollar store
It's the selfless thing to do, and shows you are a good person.
You can add "maintained" there.
Everyone deserves a second shot. But I wouldn't take in any homeless person.
But as a society we need to be asking painful questions on the real reasons why a person is homeless in the first place. The do-gooder and lefty's want you to believe the homeless are homeless due to the greed of the rich and capitalism and nothing else. But it's more complicated than that.
Someone who is a drug addict needs treatment before even being considered being housed in the community, the mentally ill need to be placed in hospitals and have round the clock care.
In my opinion, we are dealing with the homeless crisis all wrong, instead of trying to house drug users, violent people, mentally ill in homes (all these need other forms of help first). We should first be dealing with the people who fall on hard times who have been evicted or about to lose their home due to no fault of their own.
Then on top of that, we need more homes to be build even new towns and cities where working people can afford a place to call home.
I would even go as far as rounding up all addicts and mentally ill and putting them in camps for their own and the communities good. Only then can they be treated and rehoused once treated.
