Yes, scotland does make it's own laws but laws like this will spread south if not stopped. As for Rishi, he's got my vote and im sure many people will vote for him based on what he has just said.

And again you are missing the point. The point is about establishing rules in your world but not have logical consequences resulting from it. J.K. Rowling establishes something on a whim but does not think about what the possible implications could be. She even retcons some of her stuff, because she found out, that it interferes with her ideas later on. That's bad world building.
Just google "Harry Potter bad world building" and read a couple of articles about it and you will understand, what I mean.
