For some reason older woman + younger man just seems like an odd pairing to me. Older man + younger woman is fine, but the opposite just comes off as odd to me.
Being of legal age only matters insomuch as people being able to make their own autonomous decisions. Doesn't mean there aren't factors which shouldn't influence those decisions.
If you're dating somebody too much older than you, then it's probable that the much older person is going to die first and leave the younger person alone. By this point in time, the younger person in the couple is going to be older than when the relationship started and resultantly a slimmed down dating pool.
It's probably better not to build up all of that attachment in such a relationship only to have it all crumbling down at the hands of the grim reaper. Living the rest of your life alone as a widow or widower left in a state of bereavement doesn't exactly sound fun to me.
Now it is granted that actual lifespans may vary, but you should probably plan it out long term relationships one of two ways: The first is that the older partner dies while you're still young enough to reasonably find a replacement. This is really only an option for particularly young people dating particularly old people though.
The other is that you expect to die around the same time as your partner so you don't have to deal with the grief for too long. The life expectancy of women is about 6 years longer than a man[usafacts.org], so it seems to me like optimally a man should date a woman approximately 6 years younger than him by this metric.
Granted, you never know for sure exactly when death will come knocking at somebody's door, so you'll never be able to plan this out perfectly, but you do know that it's going to come knocking for everybody eventually.
This isn't the most important aspect of a relationship, but I think it's worth keeping in mind if you hadn't made your mind up about a person yet.
