Well, the point of Cosco is to get things in bulk. Yeah, you pay a membership, but you get really good deals by buying large quantities of something. That's why it works for them.

It won't happen anyway; it would be more work for Steam to negotiate with devs to collate the game subscriptions. Bundles could be another options e.g. How Humble Bundle does it with "Choice"
