CS2 is free and upgraded their voice codec a long time ago. VRChat might also be another option for “feedback” from other people.

no they don't, they'll just put you on mute

VRchst or some other similar social games would be your best bet.
Any other games, the other players will just mute you or kick you, as they would see it as annoying or distracting.
