100% serious buddy, it's quite a popular "hobby" for men ~27 to 40 years old to get into when they want to pick up women, where I'm from. The women-to men ratio is supposedly good, and there's lots of physical contact in Bachata (a girl I used to date called this "pretty much sex with clothes on").
