He arrested some Pimp who beat up on one of the women and the pimp still got out.
The pimp shortly after beat her up again did a real mean job.
The policeman had taken pride he had never needed to shoot anybody and his torch had always been good enough for a good smack.
He beat that pimp up something serious.
The policeman got pulled up for it and the people of the neighbourhood just turned on the policeman in statements and he lost his job.
He then went to work for the Mob and all you see in the film is him being the copper who carries out the hit not any of his back story.

It's a tough one, being he's a fixture of Coppolas imagination. You never really saw him outside of his circle, or even house. As a youngster on the Godfather 2, he was just a hoodlum more or less.
