And you can be "caught" for it up until the statute of limitations.

The law exists for a reason. Just because you didn't get caught does not mean a law was
not broken by you personally. Morals do not apply here.

In many countries and states it also stops being stealing in certain cases of extreme emergency, like say extreme flooding and power outages, then it becomes scavenging.
