Of course, how controversial it is depends on if it decides to justify him or not. The former would be very controversial, and I think we can do without it.
Note: Not telling the audience that he is a monster is not the same as justifying his actions. It's entirely possible to make a movie or series about an evil person and just portray them as human. The audience is smart enough to figure out he is evil if they just see him being evil. The reason I make this disclaimer is because one really good movie about Hitler became a bit controversial because it never explicitly said that he was evil and portrayed him in a rather human light (though it didn't say he was good either, it just showed that he was human... an evil human, yes, but still human).
