If you can't deal with being constantly on the edge you shouldn't be in a position where you actions can potentially kill a human bieng which isn't being a threat to you just because you are scared
It is what it is. Your anecdotal case isn't a representation of all police anyway. I'm not a fan of cops, but completely dehumanizing them all as trigger-happy goons is dishonest at best.
One could argue that if someone without paying takes food or other items needed to survive the outdoor elements then it is not theft; especially if one cannot afford to pay the price that those items are sold for.
Society needs to let those who can't afford the high price of goods take what they need to survive.

what they will do, however, is stockpile CCTV footage of you stealing, note what it is you stole, what it's value is, and then they'll go to the cops once it reaches the "really illegal" point.

I used to be friends with such a person as a teenager and was unaware of it until one day we were in one of our friend's home.
We had all stopped at a 7-11 after school getting snacks and energy drinks. This person only bought some nachos with melted cheddar and jalapeño slices and a can red bull while my other friend and me bought a lot more snacks.
While we were playing rally car racing he suddenly had a king sized snicker bar that we knew he had not bought. He had 4 more that we at the time did not know about yet.
He seemed to be very excited about how good it tasted and asked us "Do you know why this snickers bar tastes so much better?"
We did not know the answer why it tasted better than other snickers bars.
With this super wickedly evil smirk on his face he replied in this sinful delightful tone "Because I stole it"
We could tell that he seemed very pleased with himself like eating it was pure ecstasy to him.
As the late afternoon turned into evening he would every now and then pull out another king sized snickers bar and have the exact same attitude about eating it.
At one point my other friend asked if he could have ½ of one and the dude asked him if he was totally brain dead

Here in Australia, I've alerted the shop staff but they don't pursue nor care too much. I can understand why as one in four confrontations result in customer aggression (according to Australia's Retail Association). However now most shops have floating cameras which are everywhere and many get convicted that way (despite that it won't stop thieves completely).
Personally I don't pity thieves as they aren't stealing because they are "hungry" or in "need" but many steal higher end products to resell on the black market. It's common that teenagers and kids steal candy but it definitely isn't a "need" such as out of starvation.
