With the limited information being put out I can only speculate and will avoid doing so on a forum.
Not just anti Russian propaganda fueling extremism, but alarmism pretty much everywhere fueling extremism. We've seen political shootings in the US before, recently, we've seen politicians attacked, we've seen people attack others just for not wearing masks, we see climate propaganda pushing young people to act like terrorists too. It's everywhere.
Bit over simplified but that is the History channel after all.

Like a murderer with a grudge will tend to mess up the victim beyond just killing them "professionally" so to speak.
Thinking he was directed with being given certain information is certainly credible. Many people are easily controlled this way.
Truth is, we dont know squat about now. One guy is arrrested and currently under questionning, so far the very best is "pro-russian dude tries to murder pro-russian politician because politics". Need more datas before understanding things can be done.
