If they can't even articulate themselves in the language they're trying to be argumentative in, the conversation deteriorates. Same for more complex topics like politics. I think the problem isn't always the people or the speaker's proficiency, it's the topics in most cases. Which is why I agree with creating another section to dump all that garbage into.
No alt accounts, via passport verification for the one account You can have, which also solves the age verification thing.
Competent mods and support - who probably need to participate in the English test, or any other language if it´s about the other language forums - and support tickets in some other language, because they offer their service in countries with other languages. They can renew that test every month, but don´t have to.
Ability to easily forward certain things to Your authorities, because the ban system as it is now is laughable, and changes little.
Clear forum rules with examples what they understand with certain things, and where they would draw the line.
Like straight forward simple things, which should be standard if You have some 1 billion+ accounts and allow them to talk and interact with each other. If some 5 vague forum rules with some automated mods and messages would suffice - most countries would run with this as well, while any kind of punishment would not be needed at all, because people are automatically nice, and nobody would ever abuse the system...

If Steam was a pool, this is the skimmer basket. It collects the detritus. It just so happened the sticks, dead bugs and rotten leaves formed a civilization of sorts, but that will only be of interest to anthropologists in the future, and then only for a moment between finishing lunch and burping gently.
